Representatives of the Perm city administration took part in the Young Civil Servants Forum in Minsk
Photo: Pavel LapatinskyThe 3rd Young Civil Servants Forum was held in Minsk. Among the 120 participants were employees under 31 from Minsk, as well as delegates from Russia, Kyrgyzstan, and Uzbekistan.
Perm is one of the Russian cities actively developing international cooperation with the Republic of Belarus. In September, the Belarusian capital hosted the first Days of Perm in Minsk. The delegation was led by Perm Mayor Eduard Sosnin, who held talks with his Belarusian colleagues on developing cooperation in various fields.
On December 9 and 10, at the 3rd Forum of Young Civil Servants in Minsk, the Perm administration was represented by two members of the City Administration's Council of Young Municipal Servants: Kirill Kashintsev, Head of the Protocol Events Sector of the Organizational and Methodological Work Department, and Darya Ramazanova, Deputy Head of the Citizens' Appeals Department and Head of the Sector for the "Managing Together" Portal.
On the first day, forum participants laid flowers at the "Minsk – Hero City" stele, discussed current social development trends, and visited the Palace of Independence. During the tour, participants were told about examples of successful diplomatic initiatives implemented within these walls, with special attention paid to the ceremonial hall where state awards and credentials are presented by foreign ambassadors.
Kirill Kashintsev, Head of the Protocol Events Sector of the Organizational and Methodological Work Department of the Perm City Administration, presented plans for the development of human resources policy in Perm and shared his impressions.
"Our key goal is to attract young people to public service." Today, personnel shortages are a challenge for many countries. "The more clearly we communicate the benefits of civil service, the more effectively the system will function," he shared.
The second day of the 3rd Minsk Forum of Young Civil Servants was devoted to exploring Minsk facilities that support youth development, the implementation of socially oriented government policies, and information activities. Participants divided into groups and visited four locations in different districts of the city: the Children and Youth Technical Creativity Center, the Minskstroy Occupational Safety Center, the Belteleradiocompany, and the Minsk City Technopark. The forum concluded with a meeting with Vladimir Kukharev, Chairman of the Minsk City Executive Committee; Andrei Ivanets, Minister of Education; and Yuri Frolov, Aide to the President and Inspector for Minsk.
The 3rd Minsk Forum of Young Civil Servants demonstrated that young people in public administration are committed to development and open to new knowledge. The exchange of ideas and joint projects create the foundation for strong interstate cooperation and the development of future leaders.
As a reminder, the initiative to develop cooperation between Minsk and Perm emerged in July 2022 following the visit of Perm Krai Governor Dmitry Makhonin to Minsk and his working meeting with Belarusian President Alexander Lukashenko. On February 10, 2023, a videoconference with the Belarusian side was held at the Perm administration. During the meeting, both parties expressed interest in developing contacts in the social sphere and municipal management. In September 2024, Perm Mayor Eduard Sosnin and Chairman of the Minsk City Executive Committee Vladimir Kukharev signed an agreement on international and foreign economic relations between the two cities. It provides for cooperation and exchange of experience in priority areas, including trade and economic, scientific and technical, education, culture, youth policy, public order, environmental and nature conservation, archival affairs, physical education, sports and tourism, and the development of territorial self-government (TPS) organizations.
